FOIA Request to Wyoming Community College Commission Regarding Financial Aid Fraud on May 7, 2025.

As part of our commitment to providing comprehensive and accurate news coverage on local governmental affairs, we at Equality State News have submitted a Freedom of Information Act (FOIA) request to the Wyoming Community College Commission. This request seeks information under the Wyoming Sunshine Law, §16-4-201 et seq., specifically related to incidents of financial aid fraud within community colleges in the state.

Our inquiry is prompted by a concerning report from California, where community colleges are facing escalating financial aid fraud issues. According to the report, bots account for 25% of applicants, with scammers—known as “Pell runners”—exploiting artificial intelligence to secure grants and then disappearing. This fraudulent activity has reportedly cost California schools over $5 million since 2021, despite enhanced detection efforts. The situation continues to overwhelm online classes and challenge cybersecurity measures.

In light of these developments, we are requesting data from the Wyoming Community College Commission regarding their tracking of financial aid fraud. Specifically, we seek information on:

– College Name
– Applicant Name
– Fraud Amount
– Fraud Incident Date

As members of the media involved in gathering and reporting news to the public, access to such public records is essential for us to fulfill our professional responsibilities. These include holding public institutions accountable and providing transparency to the public. Given our role in disseminating information, we believe we are eligible for a fee waiver as media professionals.

This request is supported by The Coalition Opposing Governmental Secrecy, a 501(c)(3) Non-Profit Missouri Corporation that assists news media companies and public advocacy groups in investigating state and federal governmental agencies. Through leveraging Freedom of Information and Sunshine Laws, this coalition aims to pull back the curtain on government actions and help inform the American electorate.
